You might say "Oh! But Truth was a real threat! It took The Flood stepping in and sealing an alliance to stop him!" except no, Truth was not a threat and the only reason the Gravemind stepped in was to use Chief and Arbiter as tools to spread The Flood. Halo 3 Here, the Covenant are effectively just a side-threat, entirely taking a backseat to The Flood, which is fine but every time they show up, they're shown to be so functionally useless that the majority of what you fight are infested Covenant or Covenant tech controlled by The Flood, or the remnants of the Covenant failing to do anything noteworthy and getting another of their leaders killed. and suck so hard at dealing with any kind of anything that their flagship gets infested and taken over and one of the major political leaders gets killed, followed by their utter failing in trying to quarantine it, leading into. Except that they ALSO fuck up again and release the Flood. Then comes the midpoint, the Brutes rebel and the Covenant is split even more, leading to effectively half of them becoming your allies. Halo 2 The Covenant is already facing an internal rebellion at the start of the game and the entire "Ooh look how scary, invasion of New Mombasa" thing is explicitly mentioned to have been completely an accident, and one of the MAJOR LEADERS of the Covenant spends his whole time there getting his entire fleet and army killed by an unprepared enemy before fleeing. Then the Covenant release The Flood and go from already weak to functionally pointless as The Flood becomes the new enemy type, and you as the humans must stop the Covenant from fucking up so badly that their ships get infested, which happens anyway, so the Humans have to fix THAT problem too, so as to stop The Flood from escaping. Even without the Chief present, the Marines are shown to be pummelling the Covenant up and down the ring. There's lots of dialogue saying how "bad" the situation is, but what the player actually sees is constant and extremely successful offensives, evacuations and defences. But from the moment it crashes to the end of the game, not once do the Humans ever actually feel like they're on the back foot from a narrative perspective. Halo CE They shoot the Pillar of Autumn down and it crashes on the Halo installation. Not the extended content, not the side content, not the books or animations or anything else. Let's go through the appearances from CE to 5 (because I haven't played Infinite and kinda don't plan to), keeping in mind that this is purely from a perspective of what is visibly shown or mentioned in the games. Narratively, in every single Halo game with exception to ODST and Reach, the Covenant are not an actual threat worth treating as existential or as dangerous as the games insist they are.
